DİN GÖREVLİLERİNİN CAMİLERDEKİ DENETİM İŞLEMLERİNE İLİŞKİN GÖRÜŞLERİ: KAYSERİ ÖRNEĞİ

Özet
Diyanet İşleri Başkanlığı’nın Müslüman halka sunduğu din hizmetinde camilerin önemli bir yeri vardır. Camilerdeki din hizmeti imamlar tarafından yürütülmektedir. İmamların bu hizmeti ne oranda başarıyla yerine getirebildiğini görmek amacıyla camiler ve din görevlileri belli zamanlarda denetlenmektedir. Denetim işlemleri din hizmetinin standartlarının geliştirilmesinde, görevlilerin niteliğinin geliştirilmesinde, mesleki motivasyonlarının yükseltilmesinde, sunulan hizmetin kalitesinin görülmesinde önemlidir.
Ülkemiz camilerinde gerçekleştirilen denetim işlemlerinin yukarıda bahsi geçen bu işlevlere ne ölçüde sahip olduğu tartışılabilir. Zira çok defa bu hizmetler caminin temizlik ve düzenine bakılması, bir takım evrakların kontrol edilmesi, görevlilerin kılık-kıyafetlerine, kişisel tutum ve davranışlarına takılıp kalınması vb. gibi bazı şekilsel unsurlarla sınırlı kalabilmektedir. Hiç şüphesiz bunlar cami hizmetleri ve din görevliliği için dikkate değer hususlardır. Ancak denetimlerde salt şekilsel unsurlarla yetinilmesi, din görevlilerine ve onların yürüttüğü hizmetlerin niteliğini geliştirmeye yeterince katkı sunmayabilir.

Bu makalede din görevlilerinin camilerdeki denetim işlemlerine ilişkin görüşleri ele alınmıştır. Araştırma 2011 yılında Kayseri’de yapılmıştır. Araştırmaya 110 görevli katılmış, veriler anket yoluyla toplanmıştır. Araştırmaya katılan görevliler denetimlerin sayısı, şekli, yöntemi gibi konularda önemli birtakım eksiklikler olduğunu belirtmişlerdir. Camilerdeki denetimlerin kendilerinin gerçekleştirdikleri görevlerini niteliğini, mesleki motivasyonlarını geliştirici yönünün düşük kaldığını, kendilerine pek çok alanda yeterince katkı sağlamadığını ifade etmişlerdir.

THE OPINIONS OF IMAMS CONCERNING THE SUPERVISION PROCESS IN THE MOSQUES: KAYSERİ SAMPLE
Abstract:
The mosques have an important place in the religious service that the Department of Religious Affairs provides to the Muslim society. The religious service in mosques is performed by Imams. The mosques and imams are inspected at certain times so as to see how successfully the Imams perform this duty. Supervision process is crucial in developing the standards of religious service, improving the attributes of the imams, increasing the vocational motivation and seeing the quality of the service provided.
It may be discussed that to what extent the supervision process carried out in our country’s mosques has these functions mentioned above. This is because these services may often be limited by some formalistic factors such as looking at the cleanliness and order of the mosques, checking certain documents, being obsessed about the attire, personal attitude and behavior of the imams. may not contribute decently to the imams and the quality of the service that they perform.
In this article, the opinions of imams regarding the supervision process in mosques are taken in hand. The research was done in 2011 in Kayseri. 110 imams participated in the research and the data was collected by survey. The imams participating in the research noted that there were some important deficiencies on such issues as the number, form and method of the supervisions. They cited that the improving aspect of the inspections in mosques fell down on improving the quality of the duty that they perform and their vocational motivation and also it didn’t contribute efficiently to themselves in a wide selection of fields.
