II. Mesrutiyet döneminde Kanun-i Esasi’de değisiklikler yapılmıstır. Böylece cemiyet kurmak kolaylasmıstır. Cemiyetler genellikle İstanbul’da kurulmustur. Bununla birlikte, tasrada da cemiyetlerin kurulduğu görülmektedir. Bu cemiyetler sayesinde milletin gelismesine katkıda bulunulmustur. Terakki-i Maarif Cemiyeti Kayseri’de kurulmus bir cemiyettir. Eğitimle ilgilidir. Kurucuları sehrin ileri gelenlerinden olusmaktadır. Bu cemiyetle Kayseri’de okulların yaptırılması amaçlanmıstır. Böylece, sehirde eğitimin gelistirilmesi hedeflenmistir. Nizamnamesine ulasabildiğimiz cemiyet hakkında baska bir kayda rastlanamamıstır.

However, it was seen be established the society in the provinces. This societies through the nation develops has been existed at the contribution. Society of Terakki-i Maarif is society which has been established in the Kayseri. It is about education. The founders of the society consisted of leading of the city. It is intended to be made schools in Kayseri by this society. Thus, the development of education in the city was targeted. Another record about society that we can reach the regulations could not be found.
