Genel olarak kamu görevlilerinin görevlerini ifa ederken ve kamu hizmetlerini yürütürken uymaları gereken doğruluk, dürüstlük, tarafsızlık, nezaket, saygı ve halka hizmet bilinci gibi bir takım ilke ve değerler bütünü olarak tanımlanan kamu yönetiminde etik ve kamuda etik kültürün geliştirilmesi konusu, toplumların ve devletlerin sosyal ve ekonomik kalkınma, refah, huzur ve bekasının sağlanması açısından önemli ve çalışmaya değer bir konudur. Bu çalışmada, kamu yönetiminde etik konusu, etik kültürün geliştirilmesi ve yerleştirilmesi boyutunda irdelenecek ve 2004 yılında 5176 Sayılı Kanun ile kurulan Kamu Görevlileri Etik Kurulu’nun bu kapsamdaki rolü, önemi ve etkililiği araştırılacaktır. Çalışmada nitel analiz tekniği olan doküman analizi yöntemi kullanılacaktır. Bu çerçevede öncelikle, teorik olarak konu araştırılacak, daha sonra kamu görevlileri etik kurulu faaliyet raporları incelenecek ve bu yolla, Kurulun konu ile ilgili etkililiği analiz edilmeye çalışılacaktır.
The issue of ethics in public administration and the development of an ethical culture in the public, which is generally defined as a set of principles and values such as honesty, impartiality, accountability, transparency and public interest that public officials must comply with when making decisions and performing public services; is an important and worthwhile issue in terms of ensuring the social and economic development, welfare, peace and survival of societies and states. In this study, the issue of ethics in public administration will be examined in terms of the development and establishment of ethical culture and the role, importance and effectiveness of the Councıl of Ethics For Publıc Officials, which was established in 2004 with the Law No. 5176, will be investigated. In the study, the document analysis method, which is a qualitative analysis technique, will be used. In this framework, first of all, the subject will be investigated theoretically, then the public officials will be examined through the activity reports of the ethics committee, and in this way, the effectiveness of the committee on the subject will be tried to be analyzed.
