Edirne'de Tanzimat'ın İlk Ayları ve Vali Nâfiz Paşa'nın Muhakemesi

Özet

Edirne, Osmanlı Devleti'nin tarihî başkentlerinden biri olup XIX. yüzyılda hâlâ bu statüsünü devam ettiren bir şehir idi. Vali, eski Maliye Nâzırı Nâfiz Paşa olup bu göreve getirilmesinin üzerinden bir ay bile geçmemişti ki Tanzimat Fermanı ilan edildi. O, esasında karşı olmasına rağmen fermanın ilanını görkemli bir törenle halka duyurdu. Ancak 1840 yılında, Tanzimat ile vaat edilen vergi tarh ve tahsil işini düzene sokmak üzere yeni tayin edilen Muhassıl Edhem Efendi ile büyük ölçüde gerginlik yaşadı. En küçüğünden en büyüğüne kadar hemen her meselede bu iki üst düzey yönetici arasında çatışma meydana geldi. Muhassılın şehre girerken karşılanmasından kendisine konak tahsisine, muhassıllık meclisinin oluşmasından redif askeri toplanmasına, Müslümanlar ile Rumlar arasında ortaya çıkan çatışma ortamından diğer pek çok irili ufaklı meselede bu çatışma yüzünden vilayet doğru dürüst yönetilemedi. Edhem Efendi ile mahalli hanedan mensupları arasında kurulan ittifak yüzünden vali, bu süreçte hep yalnız kaldı. Hükümete her iki taraftan şikâyet dilekçeleri yağmaya başladı. Sonunda Nâfiz Paşa görevden azledildi. Vali ile birlikte vilayet üst yönetimi yargılandı. Suçlu bulunan Nâfiz Paşa üç yıl süre ile Kütahya'ya sürgün edilirken Edhem Efendi de kabahatli sayılarak görevden alındı.

Edirne was one of the historical capitals of the Ottoman Empire and still maintained this status in the XIX century. The governor was the former Minister of Finance Nâfiz Pasha, and the Tanzimat Edict was announced one month after his appointment to this post. Despite his opposition, he announced the edict with a magnificent ceremony. However, in 1840, he experienced great tension with Muhassıl Edhem Efendi, who was newly appointed to regulate the tax assessment and collection process promised by the Tanzimat. Conflict occurred between these two senior executives on almost every issue, from the smallest to the largest. There was always tension, from welcoming the Edhem Efendi when entering the city to provide a mansion for him, from the formation of the mission council to the redif military gathering, from environment of conflict between Muslims and Greeks to many other issues, large and small. Therefore, the province could not be managed properly. Due to the alliance established between Edhem Efendi and members of the local dynasty, the governor was always alone in this process. Petitions of complaints from both sides began to pour into the government. In the end, Nâfiz Pasha was dismissed. Together with the governor, the provincial top administration was put on trial. While Nâfiz Pasha, who was found guilty, was exiled to Kütahya for three years, Edhem Efendi was found at fault and dismissed from duty too.
