Eğitimde Yeni Eşitsizlikler: Dijital Bölünme

Özet

Bilgi ve teknoloji, birbirini bütünleyen iki kavramdır. Tarihi süreçte, bilgi ile teknolojinin gelişimi arasında sıkı bir ilişki olduğu, bilginin ve bilimin daha değerli bulunduğu dönemlerde, teknolojik gelişmelerin arttığı, teknolojik gelişmelerin de bilginin yayılmasına ve yeniden bilgi üretilmesine kaynaklık ettiği görülmüştür.

1990’lı yıllar, Bilgi ve İletişim Teknolojilerinin (BİT) gelişimi ve yayılması açısından bir milattır. Bilgisayar teknolojisindeki gelişmeler ve bilgisayarların internet ağlarıyla birbirine bağlanması, haberleşme uydularının fırlatılması ve mobil iletişimin yaygınlaşması, yeni bir dünyanın kurulmasına neden olmuştur. Bu yeni dönem enformasyon çağı, , bilgisayar çağı, dijital çağ, internet çağı vb., bu imkânlara sahip toplumlar da bilgi toplumu, ağ toplumu, dijital toplum, enformasyon toplumu vb. kavramlarla tanımlanmaktadır.

Bilgi ve iletişim teknolojilerindeki baş döndürücü gelişmeler, ekonomik, politik birçok alanda olduğu gibi, eğitim alanında da önemli gelişmelere neden olmuştur. Bilgiye erişim konusunda yer ve zaman engelleri aşılmış; e-kütüphaneler, e-okullar, e-kitaplar vb. sayesinde bilgi dolaşımı hızlanmıştır.

BİT’lere dayalı bütün bu olumlu gelişmeler birçok yeni problemi de beraberinde getirmiştir. Bu süreçte çok sayıda insan ve ülke BİT’e erişim imkânına sahip olamamış ve dijital dünyanın dışında kalmıştır. BİT’e sahip olup-olmama durumunun ortaya çıkardığı eşitsiz durum, “Dijital Bölünme ya da Dijital Uçurum” olarak kavramlaştırılmaktadır. Bu yeni eşitsiz durum, mevcut eşitsizlikleri daha da derinleştirebilme gücüne ve hızına sahip olduğu için, diğer eşitsizliklerden ayrılmaktadır.

Bu bildiride, dijital bölünme olgusu ile eğitim arasındaki ilişki, eşitsizlikler bağlamında, literatür ve istatistiksel verilere bağlı olarak, Türkiye açısından değerlendirilmekte; BİT’lere erişim bakımından Türkiye’nin dünyadaki yeri ve konumu, Türkiye’de mevcut imkânlar ve eşitsizliği gidermeye yönelik politikalar ve uygulamalar tartışılmaktadır.  

Information and technology are two concepts that are complementary to each other. In the historical period, it has seen that there is strong relationship between information and technology and in the periods when information and science are more valuable, that technological developments increased and technological innovations lead to the dissemination of information and reproduction of knowledge.

The 1990s is a milestone for the development and dissemination of Information and Communication Technologies (ICT). Developments in computer technology and interconnection of computers via internet network, launch of communication satellites and expansion of mobile communication have lead to the establishment of a new world. This new era is defined with the concepts namely information age, computer age, digital age, internet age and societies having these opportunities with information society, network society, digital society and so on.

Vertiginious developments in information and communication technology have led to crucial developments in the field of education like economic, political and in many fields. Obstacles related to time and location have been overcomed in terms of access to information ;circulation of information has been accelerated due to e-libraries, e-schools, e-books and so on. 

All these positive developments based on ICTs have brought about many new problems. In this period, a large number of people and countries could not have opportunity to access to ICT and  they remained outside the digital world.The unequal position related to possess or not ICT is conceptualized as “Digital Divide or Digital Gap”.This new unequal condition is differentiated from other inequalities since it has the power and the velocity of deepening more existing inequalities.

In this paper, the relationship between the phenomenon of digital divide and education are evaluated in the context of inequalities, based on related literature and statistical data in terms of Turkey; Turkey’s location and position in the world in terms of the access to ICTs, existing opportunities in Turkey and policies and practices oriented to the elimination of inequalities are discussed.
