Demokrasinin ortaya çıktığı Antik Atina bir salgınla mücadele etmiş ve baskın görüşe göre demokratik yönetim konusunda salgından geri dönülmez şekilde etkilenmiştir. Salgın Peloponnesos Savaşı’nın ikinci yılında ortaya çıkmıştır. Salgın yıllarında ceza almadan öleceği düşüncesiyle insanlar din ve hukuk tanımazlığı içerisine düşmüştür. Bu durum devlete daha çok sorumluluk yüklemiş, alınan önlemler demokrasinin özgürlük niteliğini kısıtlamıştır. Demokratik yönetimde yurttaşların kendi kendini yönetmesi söz konusuyken Atina’da görüldüğü gibi salgının neden olduğu kaotik ortamda yurttaşlar en olumsuz önerilere dahi oy vermek gibi eğilimler sergilemiştir. Bu dönemde demokrasinin altın çağının yaşanmasının sebeplerinden biri olan siyasi katılıma ücret ödenmesi de yapılan harcamalar nedeniyle zorlaşmış, ek vergiler zengin kesimin tepkisine neden olunmuştur. Salgın nedeniyle zengin kesimin nüfusunun azalması, alt sınıfların güçlenmesi kargaşayı arttırmış demokrasi için tehlikeli olan demagogların türemesine zemin hazırlamıştır. Sonuçta Antik Atina polisisalgınla olan mücadelesinde pek çok sebebin bir araya gelmesiyle başarılı olamamış, en güçlü dönemlerini gerisinde bırakmak ve yıkılış aşamasına geçmek zorunda kalmıştır. Bu yaşanan salgın ve sonucu; demokrasinin temeldeki kırılgan yapısını, demokrasiyi idame ettiren vatandaşların ve bu vatandaşların içinde bulunduğu şartların ne kadar önemli olduğunu göstermiştir ve modern demokrasiler için de ders niteliğinde kabul edilebilecek bir olgu olmuştur.
Ancient Athens, where democracy emerged, struggled with an epidemic and, in the dominant view, this epidemic irreversibly affected democratic rule. The epidemic occurred in thesecond year of the Peloponnesian War. People fell into disregard of religion and law with thethought that they would die without punishment during the epidemic years. This situationimposed more responsibility on the state, and the measures taken restricted the freedomquality of democracy. While the self-governance of the citizens is in question in democraticadministration, as seen in Athens, in the chaotic environment caused by the epidemic, citizenshave shown tendencies to vote even for the most negative suggestions. Paying wages forpolitical participation, which is one reason for experiencing the golden age of democracy in this period, became difficult because of the expenditures and additional taxes caused by thereaction of the wealthy people. The decrease in the population of the rich population becauseof the epidemic and the strengthening of the lower classes has increased the chaos and pavedthe way for the emergence of demagogues who are dangerous for democracy. As a result, the ancient Athens police could not be successful because of the combination of many reasons in their fight against the epidemic. They had to leave behind their strongest periods and move on to the destruction stage. This epidemic and its consequence; It showed the fragile nature of democracy, the importance of the citizens who maintain democracy, the importance of theconditions in which these citizens live, and it has become a phenomenon that can be regardedas a lesson for modern democracies.
