Özet

Bu çalışma 1980 sonrası neo-liberal dönüşüm çerçevesinde bürokrasi, teknokrasi, kamu ekonomisi ve bütçeye yönelik, başta bunlar arasındaki ilişkileri inceleyen temel kuramlar olmak üzere, temel tezleri Türkiye örneğinde test etmeyi hedeflemektedir. Çalışmanın alan araştırması ile ölçülen beş konuya dair sonuçlar şöyledir:

Birincisi bürokrat ve teknokratlarımızın seçkinci kuram çerçevesinde bir “yöneten elit” olarak kendi kendini yeniden üretip üretmediğini, yani bürokrasiye giriş ve yükselme bağlamında bir dikey hareketliliğin mevcut olup olmadığı ortaya konmak istenmiştir. Şunu söyleyebiliriz ki, Türk bürokrasi ve teknokrasisi, demografik olarak ve köken itibarıyla hiçbir şekilde seçkinci teorilerin ortaya koyduğu biçimiyle belirli ve aynı sosyal kökenden gelmemektedir.

İkincisi, aldığımız sonuçlara göre Türk bürokrasisi ve teknokrasisinin kelimenin safi anlamı ile liberal/piyasacı olduklarını iddia etmek güçtür. Her ne kadar ortalamalar bazında liberal eğilime işaret eden değişkenlerin ortalaması devletçi olanlara göre daha yüksek çıksa da, tam bir liberal eğilimden söz edilemez.

Üçüncüsü Türkiye’de bürokrasi ve teknokraside Niskanen’in iddia ettiğinin aksine “bütçe kollama” bilincinin gelişmediği görülmektedir. Yani ortalamalar itibarıyla anlamlı bir bütçe kollama eğilimine rastlanmamaktadır.

Dördüncüsü bürokrat ve teknokratlarımızın Performans Esaslı Bütçe Sistemi (PEB) hakkındaki temel yaklaşımlarının olumlu mu olumsuz mu olduğu belirlenmek istenmiştir. Ortaya çıkan sonuçlara göre bürokrat ve teknokratlarımızın PEB’e birlikte çok olumlu baktıkları söylenemez. Bunlar arasından liberal eğilimli olanların, PEB hakkında oldukça olumlu bir algıya sahip oldukları, devletçi olanların ise daha şiddetli bir şekilde PEB ile ilgili olumsuz bir algıya sahip oldukları görülmektedir.

Beşinci ve son olarak ise yukarıdaki dört hedefe ilişkin sonuçların, bürokrasi ile teknokrasi arasında ve bunların da iktisadi/mali konularda olanları ile olmayanları arasında eğer varsa ne tür farklılıklar sergilediği ortaya konmaktadır.

The goal of this study is mainly to test, basic dissertations on bureaucracy, technocracy, public economy and budgeting, primarily on which of them that focuses on relations between these issues, and doing this via taking Turkey as a case within the framework of post-1980 neo-liberalization period. Results of the case study, regarding five theme that had been measured by it, as follows:       

Firstly, it tries to expose whether bureaucracy and technocracy in Turkey as a “governing elite” reproduce itself or not, or in other words to expose whether there exist a “vertical movement” in terms of entering into or promoting along  bureaucracy and technocracy. We can say that, contrary to teachings of elitist theories,  demographically Turkish bureaucracy and technocracy had by no means come from some specific origin.

Secondly, it is very difficult to label Turkish bureaucracy and technocracy as "liberal" with the pure meaning of the word. Although looking at the means, we see that the mean of variables which denote the liberal tendencies of participants is higher than that denote statist tendencies; we cannot mention about an exact liberal tendency.

 Thirdly, it is seen that, contrary to Niskanen’s theory, throughout both bureaucracy and technocracy in Turkey, the consciousness on "budget maximization" has not been developed yet. In other words, we didn't face a budget maximization tendency in terms of means. 

Fourthly, it is tried to reveal whether perceptions of Turkish bureaucracy and technocracy on Performance Based Budgeting (PBB) are positive or negative on average. The results show that it can't be said that our participants have positive approaches against the PBB. Within them, it is seen that, those who has more liberal tendencies has also positive perceptions on PBB, and accordingly those who has more étatist tendencies has, by the same time, more negative perceptions against this budgetary system.    

Finally, this study reveals different results between bureaucracy and technocracy, and also between economic/financial expertise and others, on four topics of measurement above.
