Yüzyıllardır insanoğlu daha iyi yaşam koşulları için köyden kente ya da kırsal alandan
kentsel alanlara göç etmiş ve göç etmeye de devam etmektedir. Taşıma kapasitesinin
aşılmasıyla aşırı göçlerin kentsel alanlarda yarattığı sorunlar, yetkilileri farklı çözümler
üretmeye yöneltmiştir. Bu çözüm arayışlarında gündeme gelen ve dünyanın çeşitli yerlerinde
uygulanmaya başlanan çalışmalardan bir tanesi, kırsal kalkınmadır. Yetkililer göç eden
insanların göç etmemesi ve göç edenlerinde geri dönmesi için kalkınmanın yerelden başlaması
gerektiğini ifade etmiş ve bu yönde çalışmalarla birlikte üretilen projelere destek verilmeye
başlanmıştır. Bu çabaların başlangıcında kırsal alan tanımlaması yapılmış ve kırsal alanların
sınırları belirlenmiştir. Daha sonra kırsal bölgelerin değerleri ve kaynaklarının tespiti ve
kaynakların sürdürülebilir bir şekilde kullanılması için neler yapılabileceği ve hangi projelere
ve alanlara destek verileceği konusunda tespitler yapılmıştır. Kırsal kalkınmanın öncelikli
alanlarının ve bu alanlara yönelik projelerin desteklenmesi için hükümetler çeşitli kuruluşlarla
işbirliğine gitmiştir. Kırsal kalkınmaya hükümetlerle oluşturduğu fonlar vasıtasıyla destek
veren en önemli kuruluşlardan bir tanesi Avrupa Birliği (AB)’dir. AB’nin kırsal kalkınmada
özellikle aday ülkelere yönelik ortak tarım politikaların oluşturulması, uyum hazırlıkları vb.
kapsamında IPARD (Instrument for Pre-Accesion-Rural Development-Katılım Öncesi Kırsal
Kalkınma Bileşeni) AB’ye katılım öncesi kırsal kalkınma programı hazırlanmıştır.
Türkiye’de Tarım ve Kırsal Kalkınmayı Destekleme Kurumu (TKDK) ile AB’nin yapmış
olduğu anlaşma çerçevesinde kırsal kalkınma programı iki aşamadan oluşmaktadır. Birinci
aşama 2007-2013, ikinci aşama ise 2014-2020 yılları arasındadır. IPARD projesinin daha çok
tarımsal projelere destek vermesine rağmen, kırsal kalkınmada kırsal turizmle ilgili projelere
de destek verdiği görülmektedir. IPARD programı kapsamında girişimcilerin hazırladığı
projelere; proje öncesi, sırası ve sonrasında her türlü teknik, maddi vb. destekler verilmektedir.
Kabul edilen projelere maddi anlamda hibe (geri ödemesiz) olarak proje tutarının %50’si
verilmektedir. Turizm anlamında, Çiftlik Faaliyetlerinin Çeşitlendirilmesi ve İş Geliştirme
çerçevesinde Kırsal Turizm ve Rekreasyon Faaliyetleri alanında hazırlanan ve uygun görülen
projelere destek verilmektedir. Türkiye’nin birçok ili proje kapsamında olup, çalışmanın
sonunda bugüne kadar 130’un üzerinde otel, pansiyon, restoran, çay bahçesi, dinlenme tesisleri,
çiftlik evi, dağ evi, spor tesisleri, su parkları gibi projelere destek verildiği belirlenmiştir.
Ancak, yaklaşık 7 yıldır uygulanan bu programa daha fazla ilgi gösterilmesi kırsal kalkınmaya,
beraberinde de ulusal kalkınmaya ivme kazandıracaktır. Bu bağlamda çalışmanın amacı; 2020
yılına kadar devam edecek olan bu projeden küçük girişimcileri haberdar etmek, bu projeyle
ilgili bir hatırlatma yapmak, farkındalık oluşturmak ve sağlanan bu önemli fırsatın
kaçırılmaması için kamuoyunun dikkatini çekmektir.

For ages, people have been migrating from villages to cities or from rural to urban places
for better living conditions. Urban problems caused by surpassing the bearing capacity of cities
due to excessive migration have led the authorities to find different solutions. One of these
solutions that have come up and started to be implemented in various places is rural
development. Authorities have stated that development needs to be local in order to prevent
people from migration, and have them turn back; and, hence, they have started to support
relevant projects. As a start, the concept of rural region and its borders have been defined. Next,
the values of rural regions and resources have been determined, as well as the actions to be
taken for sustainable usage of the resources, and which projects and fields to support.
Supporting the primary areas of rural development and relevant projects, governments have
formed collaborations with various organizations. European Union (EU) is one of the most
important organizations that support rural development by means of the funds they have created
with governments. In the context of the emergence of agricultural policies in candidate
countries, harmonization process, etc., IPARD (Instrument for Pre-Accession-Rural
Development) has been established as a pre-accession assistance programme. In Turkey, the
rural development programme in the context of the agreement between the Agriculture and
Rural Development Support Institution (ARDSI) and EU has two periods. The first period
covers the years of 2007-2013, and the second period covers the years of 2014-2020. While
IPARD project mainly supports agricultural projects, there are also examples of supported rural
tourism projects. Within IPARD, entrepreneurs are provided with every kind of support,
including technical and financial, in the processes of pre-project, during the project and postproject.
Accepted projects are financed 50% of the project amount with grants. In terms of
tourism, projects prepared on the subject of Rural Tourism and Recreation Activities are
supported in the scope of Diversification of Farm Activities and Business Development. Most
of the cities in Turkey are eligible for the implementation of projects, and, to date, more than
130 projects, such as hotels, B&Bs, restaurants, tea gardens, way stations, farms, mountain
hostels, sports facilities, and aqua parks have been supported. However, showing more interest
to the project which has been carried out nearly 7 years will accelerate rural and, in turn, national
development. In this scope, the aim of this study is to inform micro-entrepreneurs of this project
which will continue until 2020, to remind the project to relevant persons and direct public
attention to the project so as not to miss this great opportunity.
