Özet

Bu çalışma Kayseri ilinde faaliyetlerini yürüten Develi Ovası Sulama Birliği’nde 2020-2024 yıllarını kapsayan dönemde yürütülmüştür. Uluslararası Sulama ve Drenaj Teknoloji ve Araştırma Programı (IPTRID) tarafından önerilen bazı performans göstergeleri kullanılarak birlik performansı değerlendirilmiştir. Performans değerlendirmesinde birim sulanan alana dağıtılan sulama suyu miktarı, sulama oranı, sürdürülebilir sulama alanı oranı, sulama şebeke yoğunluğu, su temin oranı, sulama ücreti toplama oranı ve sulama şebekesi personel yoğunluğu göstergeleri kullanılmıştır. Performans değerlendirmesi sonuçlarına göre; birim sulanan alana dağıtılan sulama suyu miktarı 3797.2 m3/ha ile 6276.8 m3/ha arasında, sulama oranları %97.1 ile %100 arasında, sürdürülebilir sulama alanı oranının 0.83-1.03 arasında, sulama şebeke yoğunluğu 115.7-189.7 ha/km, su temin oranı 0.59-1.08 arasında, sulama ücreti toplama oranı %89.1 ile %97.2 arasında değişim gösterdiği bulunmuştur. Sulama şebekesi personel yoğunluğu ise çalışan sayısında bir değişim olmadığı için 1.82 km/personel olarak tespit edilmiştir. Son yıllarda yaşanan kuraklık ile birlikte suya olan talebin fazlaca arttığı günümüzde suyun en çok kullanıcısı olan tarım sektöründe her bir damla suyun etkili bir şekilde kullanımı kaçınılmaz bir zorunluluktur. Bu açıdan suyun planlayıcısı ve dağıtıcısı olan sulama birliklerinde performans analizinin yapılması sürdürülebilirlik için önemli rol oynamaktadır.
This study was conducted at the Develi Plain Irrigation Association, which operates in the province of Kayseri, covering the period from 2020 to 2024. The Association’s performance was evaluated using certain performance indicators proposed by the International Program for Irrigation and Drainage Research and Development (IPTRID). The performance evaluation used the following indicators: amount of irrigation water distributed per unit of irrigated area, irrigation rate, sustainable irrigation area ratio, irrigation network density, water supply ratio, irrigation fee collection rate, and irrigation network personnel density. According to the performance evaluation results, the amount of irrigation water distributed per unit of irrigated area ranged from 3797.2 m3/ha to 6276.8 m3/ha, irrigation rates ranged from 97.1% to 100%, the sustainable irrigation area ratio ranged from 0.83 to 1.03, irrigation network density ranged from 115.7 to 189. 7 ha/km, the water supply ratio was between 0.59 and 1.08, and the irrigation fee collection rate ranged from 89.1% to 97.2%. The irrigation network personnel density was determined to be 1.82 km/personnel, as there was no change in the number of employees. With the drought experienced in recent years and the current high demand for water, the effective use of every drop of water is an inevitable necessity in the agricultural sector, which is the largest consumer of water. In this regard, performance analysis in irrigation associations, which are the planners and distributors of water, plays an important role in sustainability.
