Belediyeler günümüzde, yerel kalkınmanın sağlanmasında anahtar kurumlardır. Bununla birlikte belediyeler, merkezi idarenin gücünü, yetkisini ve otoritesini paylaşabileceği, halka en yakın ve demokrasinin kurumsallaşmasında öncü roldedirler. Belediyelerin stratejik planları ise mevcut kurumsal durumlarını açıklayan, gelecek yıllardaki politika, amaç ve hedeflerini içeren belgelerdir. Bu çalışmada, belediyelerin stratejik planlarında kadın konusu aranmıştır. Bu minvalde, Türkiye’nin en kalabalık nüfusa sahip olan İstanbul Ankara ve İzmir Büyükşehir Belediyeleri çalışma kapsamına alınmıştır. Çalışma kapsamında ilgili belediyeler tarafından en son hazırlanan 2020-2024 stratejik planları ve 2021 faaliyet raporları kadın konusu merkeze alınarak irdelenecektir. Çalışmada nitel analiz tekniklerinden doküman analizi tekniği kullanılmıştır.
Today, municipalities are key institutions about ensuring local development. In addition, municipalities play a leading role in the institutionalization of democracy, closest to the public, where the central government can share its power and authority. The strategic plans of the municipalities are the documents that explain their current institutional status and contain the policies, goals and objectives for the coming years. In this study, the issue of women has been sought in the strategic plans of the municipalities. In this respect, Istanbul Ankara and Izmir Metropolitan Municipalities, which have the most populous population in Turkey, are included in the scope of the study.
