Ethical problems in the production and inspection of construction in Turkey

Özet

The investigation of the structures destroyed in previous earthquakes has demonstrated that the main cause of the destructions is not the earthquake but the inappropriate production of the structures. Within the scope of the Law, nr. 4708, "building inspection institutions" are presently serving in all of Turkey's provinces. However, it is a well-known fact that although the current inspection system has a satisfactory infrastructure theoretically, it has several problems in practice and is open to abuse. The main objective of this work is to identify the ethical problems of the construction production and inspection in Turkey and to develop solutions to improve the relations between the building owner and the inspection institution. In this context, a survey study consisting of two main sections has been implemented to actively working 200 technical professionals of building inspection institutions in 28 provinces of Turkey. The obtained data were evaluated statistically and the ethical problems experienced in the building inspection were exposed with an objective point of view. As a result; building inspection institutions provide the proper production of the building's structural system but some problems with the project-oriented production of the building architecture still have not solely been solved. Besides, the problems related to the compliance of the structural system with the project as well as the legal procedures, have largely ceased to exist.
